This looks like it is a tri-modal system: Track DC, Track DCC, Track Power with Bluetooth DCC.
The good news for Roco Z21 users is a compatible Bluetooth dongle for the cab bus.

There are a couple of pages about it in the latest edition of their TT Club magazine, though obviously it's suitable for any scale. They are certainly not letting the grass grow under their feet.
