and here is the answer from the designer, it is USATC class S100:

The "California" engine is Granite Rock #10...
at the excellent CSRM (California State Railroad Museum) in Sacramento, CA; about 90 minutes north-east of San Francisco, and a must-visit if you come to Northern California http://www.csrmf.org/
