I believe this is correct. No actual 'over-the-air' testing would be needed for a conforming Bluetooth chip sub-system... just the paperwork.

I'm pretty sure we won't see Hornby TT + DCC on-sale here in the US until they've passed UL (Electrical) and FCC (Bluetooth) certification.
That is just an added cost barrier to market entry.
