I like AngrySailor302's plan.
It's very pity if you do not want to use scenery on the second module. It will be a dummy module in this case. What could you model on it in this case? Only two options: big station yard, or prairie (Canadian or Midwestern)
In the first case, just build the staging park there. But it is very pity if you cant even build any yardmaster's shanty. Maybe use removable building?

I think two circles are too much for this small layout. On one circle can also continuously run a train. A small industry area at the front and in the back a yard for exchange the trains.

A classical switcher layout fits better at this small space, but you must drive at the front of it and continuously running trains are impossible.

You prefer continuously running trains?

Running trains are a must - it keeps the kids coming over. And the kids bring the adults :)

I have an idea: if you build a big station yard on the second module and put some tracks near the edge of module, just put the yardmaster's shanty ON THE FIRST MODULE, near the edge. In this case it will be just near the rails.
