Means "re-paint", that the car was blue painted since 1981?

The blue paint was from when the car was re-painted, and possibly leased, circa-1997.

Original lettering on cars built up to 1982 would have been the classic UTLX serif style no matter what color they were painted. The presence of any of the sans-serif fonts indicates either a car built after '82... or, as in these cases, re-painted after that date.

No. It means that the cars got blue paint in 1997. Richard explained the details.
