As far as I know the HP was only a 2 hopper car. Maybe HOn3?

-NOT- an HP car... for sure. ...and the EBT HOn3 hoppers are 3-bay.
Given how small the TT trucks look in comparison to the car... my bet is something HO.

[Edit] Bad Bet! Given the later photos this is an early scratch-built car...
I just wonder what plans (if any) they followed...

Can you snap some close up photos of it, maybe side, top, and bottom views? Does it look like the bolsters or coupler mounts have been modified?? .....DaveB

Maybe someone just scratch built it using HP trucks and ladders? If it's an old HO car it would be wider than a TT scale car. Whatever it is it 's pretty old as those kind of kits were going out of style by the 1950's .....DaveB

That's an oddball!
It has HP trucks and a section of ladder, the rest looks like a scratchbuild or kitbash of sorts. They either built the base from scratch or combined two HP wooden hopper bodies, then it looks like they made the sides out of a couple HP boxcar sides.
A for effort, D- for execution!
