We have used it on an HO scale GG1 that we bought that was missing it's traction tires.

Bullfrog Snot is easier to use when the wheel has a space for a traction tire, otherwise you have to be very particular to keep the wheel profile round and roughly identical to other wheels that the stuff might be applied to.

Does it provide traction as advertised? Is it durable?

With our experience, Bullfrog Snot helps with traction, but the durability is dependent on the thickness of the application. Using Bullfrog Snot as a traction tire tends to last at least a few years (we put it on our GG1, which had traction tire grooves, back in 2006, and it has held up so far) but our experience with the thin-layer application is that with heavy use, expect no more a year before it starts to peel off.
