Era III could be reasonably modelled with the range of steam and diesel locomotive options to repaint or kitbash, together with the NOHABs available ready-to-run, and in addition to the handful of era III freight cars available RTR, there is an array of options for freight cars to be repainted. Passenger equipment could be an issue - the SNCB probably operated ex-DRG passenger equipment in the 1950, but you'll have to research that on your own. Still, a freight-only scenario could certainly be modelled without excessive difficulty.

Era IV is likewise doable - if one limits oneself to a non-electrified line, as any SNCB electric locomotive of the era would have to be scratchbuilt. But with repainting a NOHAB and lightly modifying a West German V60 into a Belgian class 80 shunter, motive power needs are certainly met for mainline and shunting needs. There are two passenger cars available for the period, but these were used on long-distance express trains; equipment for domestic trains will be a matter of scratchbuilding. Like for era III, there are a couple of freight cars available, but plenty that can be repainted.

TT-Modell's Eurofima cars can be used to model SNCB's I4 class of coaches.

I haven't found any RTR passenger cars, however there are a number of freight cars that are/were available in RTR form.

For the 1970s-1980s to 1990 (era IV) there were two items from BTTB:

SNCB/NMBS has own "Eurofima" cars, too. So you can also use them without kitbashing.

To all: Here are more photos of models for Belgium State Railways (sorry! National Society of the Belgian Iron Roads). This model is RTR, 2 axle covered goods (freight) wagon type Gl , era IV, manufactured by former BTTB (I think in the late 80's) and its article number is 4162. It is hard to find, it might be a collector's item, unless Tillig will release a new version. The model was worth between Euro 5-10 (back in 2002), depended on the condition.

This model was manufactured by former BTTB (in the 80's) also. 2 axle steel walls gondola type Es, era IV, article number 4242. This model it is hard to find also. It is considered to be a collectors item, unless Tillig will release a new version of it. Its value on the market varied (in the year 2002) from Euro 5-10, depended of its condition. My model was upgraded by replacing the chassis adapted with the new close coupler system (e.g. KKK) from Tillig (but with old style BTTB couplers). The wood trunks (load) was made by myself.
